Guest Blog - Police Chief Pete Hoell...

I felt, that as Chief of Police, I should probably chime in on this PD building project blog; I owe it to my staff and our citizens.

Just as a little background, I have been part of the Germantown Police Administration for approximately 14 years now.  As Administrative Sergeant, Lieutenant and now as Chief, I have been involved in the budgetary process those 14 years in a variety of degrees.  Obviously the last 4 years it has been my sole responsibility to present a budget to address the PD needs.

Also as background, I had hoped that the road improvement issue would not be connected to the PD building project.  Everyday our citizens see the condition of the roads and what they feel is needed.  Most people do not use the PD everyday, most if ever.  I would venture to say there is a large portion of our population who has never been inside our two buildings.  So I do understand that there may be some who do not understand the "need" for a PD building project.  But, a budget is about money and taxes, so the fact that the two are equated was anticipated.

When I read Mr. Fletcher's comment on the PD building, that it would "nice", I think this statement is not an accurate term for what we are asking for.  Granted, it may just be a matter of semantics or splitting hairs, but this project is by no means something that would be "nice".

I was looking back on my last 4 years of budget requests to confirm my original thoughts on the word "nice".  The requests that the PD has made have all been "needs".  I have never asked for anything that would be "nice to have".  I see part of the role as Chief is to operate this department as efficiently and as effectively as possible.  It is my duty to this community to be fiscally responsible and to watch every penny and stretch every dollar.  Again, if I am belaboring this point of "nice", my apologies to Mr. Fletcher.

I put together a time line on the PD building project for the Public Safety Committee a couple of months ago at their request.  The time line was supported by minutes of previous Board and Public Safety meetings.  This building project started in 1995 with a village wide space needs study and discussion of the PD space needs.  The last 7 years we have been dealing with conceptual designs.  There are many issues as to why we are requesting a PD building project, too lengthy for this blog.  However, I would certainly entertain any questions to this blog or directly to my e-mail: phoell@germantownpolice.org

Our current Public Safety Committee recently has made some difficult decisions, which has given me direction.  Granted, I would have been pleased to see the conceptual design move forward that Zimmerman Design presented, but that is not the case.  So now we are at plan "B" and we'll develop a plan that will eventually meet our "needs".  I also do not want to speak on behalf of our Trustees, but most have expressed to me that they do understand our needs and do see the issues we are dealing with that do need attention.  Therefore most do understand and have educated themselves to the PD building issues.

Security and efficiency are my most important objectives with this project.  I owe it to my staff and to the citizens who visit and do business at the PD buildings not to give up and to continue to move forward to the point of where our needs are met.

I am also pleased and very thankful for the support of our citizens.  Policing a community takes a community; your involvement, trust and support is very much appreciated.

Thank you Chief Hoell. As a resident of Germantown for over twenty years, I have seen the village grow substantially since the mid-eighties, with more demands placed on village services including the Police Department. It is clear that the deficiencies of the current facility must be rectified. It is important that the project be done correctly so that it will meet the needs of the department well into the future.

Chief Hoell,

I would like to respond to your comments about my use of the word"nice" as it relates to your request.

Your request is not a necessity. Thats what I mean by "nice". It would be "nice" to have it but the operations of the police dept can go on without it. No officer is in peril and there is no immediate requirement that this be done. If a Police Dept employee were in immediate danger on the job I would be the first to say lets get it done. That is not the case here.

The roads on the other hand are in horrible shape and need to be fixed. There are immediate needs that must be addressed. Holes in the roads are an issue that can no longer be put off. As your squads come flying down Hawthorne Drive at speeds in excess of 60 mph if they were to hit the holes in the road on Hawthorne by Divison they may have an accident that would cause injury to one of your staff. Speaking of Hawthorne Drive, Why do your squads drive down a residential street at extremely unsafe speeds when Mequon Rd is right out the door of the station? I and many of my neighbors have asked you and the Village Board members to have you use Mequon Rd,but that still does not happen. so as I have your ear, PLEASE STOP SENDING YOUR SQUADS DOWN HAWTHORNE DRIVE AT HIGH RATES OF SPEED!!! There are many children who could be hit by your squads!

There are only so many tax dollars to go around. Once the roads are fixed then the station can get the attention that you seek.

It is a matter of priorities. In hindsight, the police station should have been taken care of long before the Senior Center was even discussed.

The senior center was discussed? It was just done. Roads in Germantown are not the best - but they aren't terrible (ok except for Donges Bay - that is a terrible road)

I'd like to see some money put aside for the police department rather than trying to do it all in one year.

Mr. Fletcher,

I guess we will agree to disagree.  I am not sure what information you are using to draw an opinion about the PD building project so I cannot address why you feel this project is not necessary.   I do feel the road projects are necessary as well and I have no disagreement with that.

I can say that our staff has experienced a subject enter our lobby with a loaded shotgun with the intent of using it.  Experienced a subject barricade himself with a knife in the PD lobby restroom that resulted in hours of negotiation.  An attack on the building that at first was thought to be shots fired resulting in a broken window.  Numerous physical confrontations in the lobby, booking room and hallways.  Numerous acts of criminal damage to the building.  Other misc. security issues such as a window just falling out of its frame in the training room minutes before a training session with the Attorney General, a Senator, and a Representative which required me to use tape until it could be repaired the next day.  These examples are just to name a few.  

The security and safety of the PD staff and those who enter our facility are at stake and I will not waiver on this point.  

In regards to the alleged speeding of our squads on Hawthorne, when a squad is in route to an emergency, they will take the most direct route.  If that means the route includes Hawthorne, then they will travel Hawthorne.  Your concerns were a subject matter at a recent Public Safety meeting.  In light of this meeting, I did speak with the Command Staff and also addressed this issue with the patrol officers to share the concerns of the Hawthorne residents.  More importantly, we took an oath to “Serve and Protect”. The officers are trained in emergency driving, they know our policy and procedures, laws and ordinances governing emergency driving, the last thing any of them would want to do is to injure an innocent person.   I can not and will not develop a policy where certain roads are off limits to emergency driving.

Alleged speeding, your kidding right. The only people who go faster than the police on Hawthorne are all the kids who speed down it, run the stop sign at Hawthorne and Juniper and floor it as a shortcut to wherever it is they are going. They usually get a good head start as the run the stop sign at Hawthorne and Western, fly down the street and floor it out on Division. If you really want the money. I bet you a months worth of tickets on Hawthorne would be a good down payment. But I dont want to tell you how to run your department.

What is the problem   

TaxedtotheMax - Donges Bay - ask Trustee Art Zabel why Donges Bay wasn't done!!!  We were offered an 80/20 and he refused it and wouldn't even let it go forward!!!  Ask your Trustees why these roads aren't in the budget also President Kempinski - he was a Trustee then!!!

Chief Hoell - Our Police Department deserves our aid - you are our strength, we should finally support you!!!

Fletcher - Write down license #s and call them in - action will be taken!!!  If you are concerned, then you need to step up too - we don't have enough officers to cover every section, so, please be a citizen who does a positive, instead of always finding negative!!!

Not much to offer? Obama: 143 active days in U.S. Senate - McCain: has been in the senate for 7,300+. McCain offered up his life to America - and it was spared on many occasions. The closest Obama came to offering his life was as a community organizer. How is it that someone who is as obviously underqualified as Obama have such a strong influence on people? - it is amazing - it's almost like he has you under some magic spell...?!?

I'm sorry for the post above - it was a moment of Denny Crane Mad Cow.  Somehow, what I read on a Newsvine blog mistakenly got posted.  It certainly is a mystery.  Here is what I wanted to actually post:

I have been a reader of the g-town blogs but hesitant to comment.  I remember reading posts from Whatistheproblem from March of 08 (available in archives) and learned that he/she is actually a teenager attending Germantown High School.  This teen certainly has a commanding knowledge of local politics and government policies (ie., TIF's).  Just above, he/she wrote about an "80/20" - I must confess I, as an adult, have no idea what that is.  If you have turned 18 yet, may I suggest that you run for political office whether that be the school board or village board?  Your vernacular surpasses many adults I know. To know whether or not our current vlg president was on the board a few years ago means you have been following politics since you were a mere 13-14 years old!  I find this absolutely astounding.   If this is an example of the quality of education of Germantown High School (I do not have children at the school any longer), I will support this referendum and other community ventures. This is a fine community we live in folks.

Thank you, but I have many hurdles to overcome before I could run for anything!!

I vote now, so that makes me very happy!!  I can't wait until the next Trustee elections, and then Village President!!!

Some of us have nothing but time to read, and follow up, I wish more people would!!!
