Phinney: Oakland condo developer eyes Mobil station, China Palace buildings

Village Trustee Michael Phinney said today that Blair Williams, the developer of the soon to be built condos on the 4500 block of Oakland Avenue has his eye on several surrounding buildings for possible conversion to parking lots or additional condominium developments.  Condominium development on the 4400 and 4500 blocks of Oakland have been controversial, with critics of the projects questioning the aesthetic appeal of the buildings, as well as their overall fit with the surrounding neighborhoods. 

According to Trustee Phinney, the following properties are on the list of possible acquisition targets.

  1. The mobile station on the corner of Oakland and Kensington.  As several residents have pointed out, this station rarely has gasoline available, and is frequently not open for business.  According to the Village Clerk, their mail is also being returned to sender, including the recent Village assessment for the State of Wisconsin weights and measures update.

  2. The China Palace Restaurant building, which also includes the North Star Bistro and the Russian grocery store.  According to Trustee Phinney, the owners of China Palace own the entire building, and are asking what he called an "outrageous amount of money" for the building.  "But the building is for sale," said Phinney, "and Blair [Williams] has been talking to them for months before they officially put it on the market." 

  3. An unidentified building directly across the street, which is actually located in Whitefish Bay.

Shorewood must be careful that one developer does not take control of what is to be developed in our community.  Once a developer learns which buttons to push and carries options on various properties in his pocket,  he more or less begins to dominate the development process.  We already have a community development authority and we don't need the pressure of a favored developer, especially considering his most recent approval, nothing to be proud of.  All trustees are going to be responsible for this situation, not just one.  Whose going to take credit for the fiascoes?

In your posting you stated that

What is the amount that they are asking -- why does Phinney think it is outrageous, and by what criteria does he think so ?

Is it appropriate for an elected Village Board member to comment on a private transaction that is under negotiation ?  

Do his public comments not act as a deterent for the Seller who is a Village taxpayer and someone who Phinney should be representing ?  

As it does not appear that the Seller is advertising his building in public, is information that Phinney has on the amount the seller may be asking gained through his duties as a Village Board member.

To what extent is such information confidential, and to what extent do Phinney's comments act as Village interference in a contractural negotiation by private parties.

I don't doubt that Village Trustees might bully local business owners into selling their property at a less than fair price to a condo developer.  Does Shorewood need more condos, really?  Granted, the gas station is in deep dis-repair and the china palace building is kind of ugly, but i'd much rather have an alterra or a sports gear or children's clothing store in my neighborhood. Until i get myself to some village meetings, I don't suppose I deserve to gripe.
