Board approves $26,000 in new consultant contracts

At last night’s meeting, the board approved two new consulting projects worth $26,000. 

  1. The first ($16,000) is for a plan related to bluff improvements near the Sunrise Facility.  While the details of the study were not at all clear to me, it has something to do with planning for bluff stabilization and foot/bike bath construction.  The purpose of the study was similarly confusing to the members of the board, prompting 30+ minutes of discussion between members of the Board and Village Manager Chris Swartz.  Vote passed: 6-0. 
  2. The second ($10,000) is for a consultant to create a village-wide plan for bicycle traffic.  This study is prompted by the upcoming changes to Capitol Drive, and the desire to study the possibility of including bike lanes.  This study may not actually occur, since the vote yesterday was to authorize the Village Manager to commission such a study, if necessary, rather than a vote to make the study happen.  Vote passed: 6-0.

Requests for Proposals from municipalities are some the least logical documents ever written, they are produced mainly to afford honesty in the bidding process and to protect the buyer. The confusion from your first item came from the Village Board members finding their bearings from pulling this part of an existing RFP for the riparian restoration. Riparian restoration deals with the land along a waterway, the Milwaukee River. Most of the time, when you remove something, there is a ripple effect throughout the whole document. I made a call and let me see if I can help straighten this out.

One component of understanding what is being requested of Bonestroo is to follow the timeline. The engineering work they are hired to do consists of survey and topography of 21 individual mapping components. This needs to be complete first of anything and consequently has a tight timeframe (the village is looking for completion by June 1st).  

They are also going to build a trail at the top deemed an expedient tactic for this project.

All in all, the CDA has worked diligently with creating improvements, and as stewards throughout the entire undertaking. I applaud the dedicated team guided by Pete Perie. This is an example of a committee that has been good stewards for Shorewood’s growth. In fact, that TIF District #2 retired early, revenues were higher than debt. No small feat. TIF District #2 is the “Edgewood Site.”
